北京市西城区社区卫生资源配置公平性研究

Study on the equity of community health resources distribution in Xicheng District of Beijing

目的对北京市西城区社区医疗卫生资源配置公平性进行分析评价,为卫生行政部门优化资源配置提供决策依据。方法采用洛仑兹曲线（Lorenz curve）和基尼系数（Gini coefficient）,从人口分布和地理分布的角度,分析西城区社会医疗资源配置的公平性。数据来源《第六次全国人口普查汇总数据》（2010年）、2009~2011年北京市西城区统计年鉴、2011年西城区卫生局卫生统计数据。结果社区医疗卫生机构、卫生技术人员按人口分布的基尼系数分别为0.16、0.15;社区医疗卫生机构、卫生技术人员按地理的基尼系数分别为0.18、0.2。结论西城区社区医疗卫生资源总量处于较低水平,卫生资源地理配置公平性低于人口配置公平性。

Objective To evaluate the equity of community health resources distribution in Xicheng District of Beijing,and to provide the scientific basis for health administrative sectors optimizing allocation of health resources. Methods The distribution equity of population and geography area of community health resources was analyzed by Lorenz curve and Gini coefficient. Data sourcescame from ＂the sixth national population census＂（2010）, statistical yearbooks of Xicheng District in Beijing（2009-2011）, Xicheng District of Beijing health bureau for health statistics data（2011）. Results The Gini coefficient of population in the community health institutions was 0.16, the Gini coefficient of population in health technical personnel was 0.15; and the Gini coefficient of geography in the community health institutions was0.18, the Gini coefficient of geography in health technical personnel was 0.2. Conclusion The total amount of the community health resources in Xicheng District of Beijing is still low and the distribution of the community health re sources is not reasonable. The personal allocation of the community health resources is better than the regional allocation.
