浅析领导干部法治思维的培养

On Cultivation of Legal Thinking for Chinese Leaders

法治是人类政治文明发展到一定历史阶段的产物,为世界各国人民所向往和追求。我国自确立依法治国基本方略以来,社会主义法治国家建设稳步推进,领导干部自觉学法守法用法的意识大大增强,但不可否认的是,以言代法、以权压法在一些领导干部的头脑中仍然存在。中国特色社会主义法律体系已基本形成,如何切实加快培养领导干部运用法治思维和法治方式解决经济社会发展中突出矛盾和问题的能力,成为当前提高领导干部综合素质和能力的当务之急。

Administration based on laws is an outcome when human＇ s political civilization develops to a specific historical period and is now pursued by all the people worldwide. Since it established the strategy to manage state affairs based on laws, China has made such achievements as the leaders＇ legal awareness has been promoted and legal construction has been perf^ted. But unfortunately, some illegal phenomena still exist. The paper argues that the basic socialist legal system has been established in China and how to cultivate leaders to use laws to deal with problems has become urgency at present.
