宪政以限制权力,保障权利为核心,这就需要一定的主体来监督权力,使权力依法运行。律师自身的特点使得其在行使法律监督权上具有优势,可以赋予律师独立的法律监督权,并通过完善律师的权利和构建律师法律监督的机制来促进宪政的实现。
