正外部性视域下的文化产业发展研究——以西安市曲江新区为例

Study on cultural industry under positive external view--taking Xi＇an Qujiang new district for example

从外部性的基本理论研究入手，从文化产业社会价值大、价值难以用经济指标衡量以及“公共产品”属性等角度，对文化产业正外部性产生的三大要素进行了分析，指出了其正外部性带来的问题。并以曲江新区为例，在分析其具有较强的正外部性的基础之上，从财税扶持政策、产业聚集发展、创新运营机制以及公共平台搭建等方面阐述了其正外部性的治理途径。

Starting with the basic theoretical research of positive externality, this paper analyzes three elements that general positive externality, points out the problems brought by positive externalities. To ensure that the basic theoretical research are scientific, this paper takes Qu Jiang cultural industry demonstration zone as an example, elabrates the ways that how Qu Jiang control its positive externality in tax policy, industry cluster development, innovation and operational mechanisms, building public platform and so on.
