高校科研经费管理存在的问题及对策

随着我国经济社会发展，科技投入的不断增加，我国科技事业得到了较全面的发展，科技对经济的贡献率显著提高，“科技投入是高效益生产性投入”的观念已逐步为社会各界所接受。然而，我国的科研管理水平并没有随着科研经费投入的增加而相应提高，科研经费管理仍然面临一系列问题。作为国家创新体系的中间力量，高校不仅需要为国家建设提供坚实的知识基础、人才资源和科技支撑，还必须具有可持续发展的能力，不断地为国家提高科研创新能力和创新精神。对高校的科研经费管理绩效进行评价，不仅可以促进高校科研的自我发展，自我完善，而且可以优化资源配置，建立健全我国的科研创新体系。

As a middle power of the national innovation system, universities need not only to provide a solid foundation of knowledge, human resources and technological support for the construction of the state, also must have the ability of sustainable devel- opment, and constantly improve the scientific research innovation ability and creative spirit for the country. To evaluate the performance of management of funds for scientific research in Colleges and universities, not only can promote the scientific research of self development, self perfection, and can optimize the allocation of resources, to establish and improve the scientific research innovation system in our country, significance.
