北京绿隔产业用地规划实施现状问题与对策——以朝阳区为例

LAND-USE PLANNING FOR GREEN BELT INDUSTRIES IN CHAOYANG DISTRICT OF BEIJING: ITS EFFECTS, DILEMMAS, AND SOLUTIONS

北京试图借助绿隔建设的契机,以实现其在城市增长过程中的三重目标:农民利益保护、控制城市空间拓展方式以及生态环境改善。绿隔产业用地规划应运而生,并从形态、社会和经济三方面辅助北京城市拓展中的多重目标实现。本文首先介绍了绿隔产业用地规划的实施机制,抽象出其中的用地调整和城乡合作模式。接着,以北京市朝阳区为例,考察了绿隔产业用地规划的实施效果及其现状问题,并对比了北京城乡结合部自发形成与规划引导下建设的农村产业之间的不同。最后,从制度角度辨析了绿隔产业用地规划,并针对规划实施中出现的问题,提出了三条可能的改进措施,包括土地使用权指标的乡际平衡、土地合作调整和鼓励自发产业试点。

Beijing＇s green belt policy is three-folded：to protect farmers＇ interests during urbanization,to control urban expansion pattern and to improve ecological environments.The landuse planning for green belt industries （LUPGBI）thus emerged as a way to help achieve these goals during Beijing＇s urban growth from morphological,social and economic perspectives.Firstly,the article introduces the implementation mechanics of LUPGBI,from which it abstracts a model of land readjustment and urban-rural cooperation.Secondly,the article moves on to analyze the effects and current dilemmas during LUPGBI implementation.Thirdly,results are compared with other spontaneous industrial land use in fringe zones to illustrate the changes brought about by the planning.Finally,the article proposes three measures for future improvement,including inter-township quota balance,cooperative land readjustment and spontaneous industry encouragement.
