The goal of heahhcare reform can be summarized as the following： to eliminate the difficulty and costliness in seeing a doctor gradually, to achieve the balance between the supply and demand of health resources, to ensure the patients proper treatment in time and reasonable cost; to ensure that medical institutions enter be nign orbit with the purpose of pursuing medical technological progress by selfdiscipline and self development. To achieve these goals, we must handle the core difficulties in reality seriously and properly, such as the improve ment of personnel management in reform work, cutting off the black interests chain of hospital drug sales, scien tific configuration of medical resources, the introduction of private capital to enrich medical resources and ensur ing the reform of medical insurance fund, and guiding the medical personnel to set up correct values.
