金融危机削弱了西方对世界的领导能力和优势心理,客观上加快了国际力量的分化与重组,特别是新兴经济体的群体性崛起推动转型期的国际关系加快趋向于多极国际体系。鉴于国际形势的新变化和自身国际地位的加强,俄罗斯开始明确宣示自己的国际新秩序主张,并积极参与全球及区域治理机制,以争取扩大国际体系转型中的话语权。

The financial crisis weakened the leadership ability of the western powers of the world and their superior psychology,but objectively it accelerated the division and reorganization among international powers,especially the rise of emerging economies has collectively pushed the international relationship in the transformation to multi-polar system.In view of the new changes of international situation and the strengthening of its international status,Russia is beginning to explicitly put forward its own proposal of a new international order,and actively participate in the global and regional governance mechanism for expanding its discourse power in the transformation of the international system.
