欧盟的超国家治理何以实现——基于媒介治理的考察

The Realization of EU Supranational Governance—Based on the Study of EU Media Governance

欧洲既是民族主权国家体制的发源地,又是区域性超国家治理的先驱。欧洲一体化的过程就是一个超国家治理不断发展的过程,而作为欧洲一体化成果标志的欧盟,其超国家治理不仅在于"高阶政治"领域,而且在"低阶政治"领域得到了深化。以广播电视视听产业为代表的媒介领域的超国家治理典型地反映了欧盟的超国家治理特性,却在既有的研究中未得到足够重视。本文基于媒介治理领域的考察,解析欧盟对广播电视视听产业超国家治理的目标缘起、机构安排和功能发挥,以深入的案例研究探究欧盟的超国家治理、尤其是在"低阶政治"领域的超国家治理何以实现。

Europe is both the birthplace of the sovereign nation-state system and the pioneer of regional supranational governance.The process of European integration is an evolving process of supranational governance.As the symbol of achievements of European integration,EU's supranational governance is not only reflected in the fields of'high-level politics',but also deepened in the fields of'low-level politics'.Although its governance in the media section,especially in the audiovisual industry,reflects the essential characteristics of EU's supranational governance,it hasn't got enough attention in former studies.Based on the study of EU media governance,this paper explores the legal origins and regulatory progress,institutional arrangements and functioning of such governance,thus explaining how the EU has achieve a supranational governance in the'low-level politics'field.
