集体林权制度改革绩效制约因素分析及提升对策——以安徽省安庆市为例

An Analysis of Constraints on Institution Reform of Collective Forest Right and Countermeasures——Taking Anqing City as an Example

以安徽省安庆市为例,分析了林业要素市场、森林资源评估、林权抵押贷款、综合行政执法、社会服务体系、政策保障机制等制约集体林权制度改革绩效因素,提出了完善林权流转机制、建立健全要素市场;实行税费减免政策、落实国家政策;发展专业合作组织、实行规模集约经营;夯实林业科技基础、完善综合服务体系;推进执法队伍建设、强化综合行政执法;搭建银企交流平台、拓宽林业融资渠道等提升集体林权制度改革的绩效。

Taking Anqing city as an example, this paper analyzes the constrains on the factor market of forestry, the assessment of forest resource, mortgage loan of forest right, administrative enforcement, the system of social service, guarantee mechanism in policies etc.. In order to promote the reform performance of collective forest right system, this paper also puts forward to many policies, such as improving the circulation mechanism, establishing and perfect- ing the factor market of forestry rights, implementing the policies of tax relief, implementing national policies, de- veloping specialized cooperative organizations, implementing scale and intensive management, laying a good foun- dation on science and technology in forestry, perfecting the comprehensive service system, promoting the construc- tion of law enforcement, strengthening comprehensive administrative enforcement, building platforms for banks and companies, widening financing channels in forest etc..
