总结分析了2009年《森林防火条例》修改颁布实施以来,各地贯彻执行条例过程中出现的森林防火经费保障做法、成效以及遇到的新情况和新问题,提出制定森林防火经费和基础设施建设标准,落实地方政府的经费保障责任,构建森林防火经费保障长效机制等对策建议。

This paper summarizes and analyzes the Forest Fire Prevention Regulations revision has been issued and implemented since 2009, the new situation and new problems in the process of implement all regulations of forest fire prevention funding practices, achievements, experience. In view of the problems for ensuring adequate funding for forest fire situation in our country, this paper puts forward the policy suggestions, such as standards for forest fire prevention funds and infrastructure construction, the implementation of the responsibility for ensuring adequate funding for local government, to build a long-term mechanism for ensuring adequate funding for forest fire preven- tion.
