组合减排机制:欧盟电力工业碳减排的启示 被引量:2

Combinatorial Mitigation Mechanism: Implications from European Union's Electric Power Industry

摘要 从制度协同创新角度,对欧盟电力工业碳减排实践中采取的碳市场、碳税和绿色电力市场等主要政策工具进行调查研究,得到成功经验和不足。在此基础上,针对我国电力工业碳减排现实问题,提出建立组合减排机制,可以有效激励发电商降低排放强度。 Viewing from the angle of institutional coordinated innovation, the paper investigates main abatement instruments adopted by European Union' s electric power industry, which includes carbon market, carbon taxes and green electricity market. By thoughtful examination, it gets successful experiences and deficiencies for mitigation practice in this industry in European Union. Based on these results, the paper presents a combinatorial mitigation mechanism for Chinese power industry, which can motivate power plants to reduce emission intensity effectively.
