国有资本经营预算是我国政府预算体系的重要组成部分,是巩固我国基本经济制度和深化市场经济体制改革的必然选择。国有资本经营预算实施以来取得的成效是显著的,存在问题也是不容忽视的。要想充分发挥国有资本经营预算作为国家层面资本运作的更大的经济社会效应,必须在我国经济社会转型和全面建设小康社会的大背景下以体制理顺和制度完善、收入规模扩大、支出方向与支出方式调整、监督机制完善为着力点,继续推进国有资本经营预算管理改革。

State-owned capital operation budget is an important part of government budget system, is the inev- itable choice to consolidate China＇s basic economic system and deepen the market economic reform. The effects a- chieved in five years of state-owned capital operation budget is remarkable, while the problems can not be ignored. To full play greater economic and social effects of the state-owned capital operation budget as the national level cap- ital operation, we must continue to promote the state-owned capital operation budget management reforms in the backgroud of our country＇s economic and social transformation and building a moderately prosperous society, focus on the rationalizing and improving the institutional system, spending income scale, adjusting the direction and ex- penditure, improving the supervision mechanism.
