Ecological Civilization Construction and the Law-based Government of Environment

党的十八大报告把生态文明建设放在突出地位,十八届三中全会进一步提出加快生态文明制度建设。执政党为何反复提生态文明建设?何谓生态文明?如何建设生态文明?本文从上述问题入手,指出生态文明建设的主战场在环境保护领域,应当通过加强环境法治,转变环境法治运行思路,推动和保障生态文明建设,实现美丽中国的梦想。

The report at 18th CPC National Congress has put ecological civilization in a prominent position. The Third Plenary Session of the 18th CPC Central Committee has raised again the construction of ecological civilization. What exactly is ecological civilization? Why does the ruling party put forward the construction of ecological civilization? How to build a society characterized as ecological civilization? Starting from the questions mentioned above, this article points out that the main battlefield of the construction of ecological civilization is the protection of environment. Strives have to be made in the area of strengthening the rule of law in environmental protection in order to achieve the dream of beautiful China.
