摘要
近几年宏观经济政策效果不理想的重要原因在于未能有效地启动民间投资，而民间投资不足则有其深刻的制度约束原因。制度创新无论对于我国以往的改革，还是对于现实经济状况的改善都有着重要意义。因此，以有效的制度创新推动民间投资，从而拓展广阔的经济发展空间，是当前必要和可订之策。
The economic Policies in recent years didn't achieve well. It lies mainly in that the policies didn't bring about the social investment, which was restrained by institutional factors. Institutional inno- vation has paid much tribute to our reform in the past years, and be of great importance in the latest eco- nomics status. Moreover, it prevails over other polices in many aspects. So, it is necessary and feasible for us to promote social investment by institutional innovation, and achieve the further economic development.
