摘要
以行政法理论为视角,首先指出了摊派精神病指标这一社会现象的错误所在;其次引深分析了此类现象背后存在的诸多体制性因素,比如对上负责这一行政体制的弊端、行政考核机制不尽合理、行政机关存在一些不良作风等;最后,以建立法治政府为目标,从行政管理体制改革、行政考核机制优化设置和行政权力监督等方面提出了一些改进和完善的相关建议,以利于不断推进我国依法治国进程的向前发展。
The theory of administrative law perspective, first pointed out the indicators that assessed psychiatric social phenomenon where the error; secondly cited deep analysis of the existence of such phenomena behind many institutional factors, such as responsible for the shortcomings of the administrative system, administrative assessment mechanism is not reasonable, there are some bad executive style, etc.; Finally, in order to establish the rule of law the government is the goal, made a number of recommendations to improve and perfect in terms of administrative reform, administrative set-up and evaluation mechanisms to optimize the supervision of administrative power in order to facilitate the process of constantly promoting the rule law in our country forward.
