论浙江省发展河海联运的可行性与对策

On the Feasibility of the Development of River Transport in Zhejiang Province and Countermeasures

进入新世纪以来,浙江省的内河航道和港口建设初具规模,它拥有稳定的水运货源,浙江各地纷纷探索河海联运的发展模式,这些都为发展河海联运创造了有利的条件。但是,浙江并没有形成高效的现代化水运运输网络,港口设置的规范性和科学性还需进一步论证,河海联运的专用船舶开发还需要引起充分重视,内河航运面临着来自其他运输方式的激烈竞争。因此,浙江省需要加强骨干航道建设,完善河海运输网络;要优化港口网络资源,提高水水中转比重;要完善区城协调机制,推进分工合作;要突破现有技术制约,加大政策扶持力度。

Since the beginning of the new century, Zhejiang province to the inland waterway and port construction has begun to take shape, it has a stable water supply, the development mode of Zhejiang have to explore all over the river sea transport, all these have created favorable conditions for the development of river sea through transport. However, Zhejiang has not formed a modem waterway transport network efficiency, the port set of normative and scientific needs further study, also need to pay more attention to the development of special ship sea transport, inland river shipping is facing fierce competition from other modes of transport. Therefore, Zhejiang province need to strengthen the backbone of channel construction, improve the river transportation network; to optimize port cyber source, increase the proportion of water transfer; to improve the regional coordination mechanism, promote cooperation; to break through the existing technical constraints, increase policy sunt^ort.
