摘要
随着我国经济和社会的加速转型,公共部门在实际的社会管理过程中遭遇到诸多困境,在中央政府层面表现出社会管理部门的"条块分割",在地方政府层面则表现为社会管理聚焦领域的"碎片化",这些困境深层次的成因大多可归结于我国社会管理体制的根源性弊端——内部的多元主义倾向。这种内部的多元主义不仅表现在中央政府与地方政府之间制度运行的矛盾,同时也表现在政府各部门之间的裂化,以及各地方政府之间的无序竞争。针对内部多元主义的两种表征,分别阐述了其生成及演化机理,随后对如何扬弃和超越内部多元主义提出政策建议,认为建构服务型的、整体性的政府是解决问题的有效路径。
With the acceleration of China's economic and social transformation, the public sector in the actual social management process encountered many difficulties, at the central government level, social management department "divide each other" and at the local government level, social management focus on discriminativeareas, present a "fragmentation". All these difficulties can be attributed to the substain- tial drawbacks of China~ social management system - internal pluralism. This internal pluralism leads to contradiction not only in the system operation between central government and local governments, but also lead to department cracking in different departments, as well as disorderly competition among local gov-ernments. In this paper, two kinds of internal pluralism manifestations were described, and expounded the formation and evolution mechanism. Then put forward policy recommendations about how to sublate and transcend the internal pluralism, the author consider that to construct service - oriented, holistic gov-ernment is a valid path to solving the problem.
