According to the differences of mountain city space and plain city, this article introduces the process of the spatial development in the area along the Qifeng Avenue in Enshi city which is a mountainous city, and analyzes the process and planning method in the new district of the western mountainous city, so as to create a urban community with pleasant ecological and environment.
