区域宏观审慎管理框架构建:基于国际经验与中国实践

Building the Regional Macro-prudential Management Framework:Based on the International Experience and China's Practice

本文通过回顾"宏观审慎管理"的演变过程,总结了目前国际组织及各国在构建宏观审慎管理框架方面的做法。从中央银行分支机构视角看,构建区域宏观审慎管理框架,应重点关注区域经济金融监测分析和评估、区域信贷结构优化和融资结构改善、区域系统性重要金融机构管理、区域金融稳定协调机制、区域法人机构改革、金融消费者权益保护等方面。

The paper reviews the macro-prudential management evolution and sums up the practices applied by the countries and the international organizations in building a framework of macro-prudential management. From the perspective of the central bank branches, when building the regional macro-prudential management framework, the focus should be placed on the monitoring analysis and assessment of the regional economy and finance, the structure optimization and financing structure improvement of the regional credit, the management of the regional systemically important financial institutions, the coordination mechanism for the regional finan- cial stability, the reform of the regional legal person institution and the financial consumers＇ rights and interests protection and so on.
