我国备案制度中存在的问题与完善措施

Problems in the System of Putting on File and Its Improvement

文中从两方面对备案制度进行了分析。首先提出现行备案制度存在的问题：备案流于形式，备案制度不健全，备案审查的主体与标准不明确。然后提出了几点相应的完善措施：重新认识备案制度，尽快出台《备案法》，强化备案机构。

In the system of putting on file,there are mainly the f ollowing prololems:putting on file being only in form,system being not perfect,s ubject and standard about putting on file being not definite.Getting a fresh und erstanding of the system of putting on file,drawing up the law of putting on file and strengthening organizations of putting on file are most importan t in solvi ng these problems.
