Thoughts on Deepening Administrative Enforcement System Reform

落实"深化行政执法体制改革"任务,对于实现党的十八大提出的到2020年"基本建成法治政府"的目标意义重大。深刻领会决定精神,对行政执法和执法体制的概念、当前行政执法的突出问题及问题产生的原因、推进行政执法体制改革所应遵循的原则、深化行政执法体制改革的主要任务和具体措施等问题进行探讨,具有重要意义。

Since the task implementation of‘deepening the administrative enforcement system reform’ is of great signiifcance for realization of the Party’s ambition of‘building a government by law basically’ by 2020 proposed on the 18th National Congress of the Communist Party of China, this paper advances opinions on deep understanding of the decision spirit, concepts of administrative enforcement and enforcement system, outstanding problems and the cause in current administrative enforcement, principles to be followed when reforming the administrative enforcement system, and main tasks and measures of deepening the administrative enforcement system reform.
