新型城镇化背景下的农民利益保护

Protecting of Farmer's Interests under the Background of New Urbanization

无论是从现实需要还是政策导向上看,新型城镇化是大势所趋。从解读新型城镇化概念入手,指出新型城镇化规划以人为本,重视农民利益保护问题。分析我国传统城镇化进程中农民利益保护存在的问题,认为农民所获补偿偏低、地区间补偿力度差异较大、农民权益日益受到关注。在此基础上,提出在新型城镇化进程中,应通过明晰集体土地产权内涵及主体、坚持农民自愿原则、提高土地利用效率和生态环境保护意识、加强监督和开辟投诉渠道等途径保障新型城镇化制度初衷实现。

Either from the practical needs or policy-oriented point of view, new urbanization is the trend. By interpreting of new urbanization concept from the start, this paper finds that new urbanization plan has characters of people-oriented ideal and protection of the interests of farmers. It is showed that farmers received compensation for low, large differences between regions compensation efforts and in terests of farmers growing concern by the analysis of the conservation status of the interests of farmers during China＇s traditional urbanization process. Based on which, some suggestions such as clearing meaning and subject of collective land ownership, adhering to the principle of voluntary farmers, im proving land use efficiency and environmental protection, strengthening supervision and opening up channels for complaints are put forward to ensure new urbanization system to achieve the objective.
