抗战时期中共精兵简政中存在的普适性问题及其应对

The Common Problems and Coping Methods in the Simplication of Army and Administration of the CCP during the Anti-Japanese War

抗战时期,在中共精兵简政的推行过程中,无论是被精简者,还是执行精简者,在思想认识与做法上都存在着不同程度的分歧。究其原因,很重要的一点就是各地各部门缺乏与中共中央一致的导向性认识,均不同程度地存在本位主义现象。面对这种状况,中共从思想上加以引导,使各地各部门的认识与中共中央的精兵简政本意趋于一致;还制定了一系列有针对性的应对措施,使精兵简政在各地切实得到深入贯彻和实施。这不仅消除了精兵简政推行过程中的思想障碍,而且为精兵简政的成功实践提供了制度保障。

During the period of anti - Japanese war, there are some different opinion and method of work on the simplication of army and administration of the CCP. One of the reasons is that the local departments lack the guiding cognition in accordance with the central authorities. There exists sectionalism to some extent in the process of policy implementation. Facing the situation, the CCP took some measures to deal with the common problems so as to provide the institutional guarantee for the success of the simplification of army and adminis- tration.
