"努力办好让人民满意的民办高等教育",是"办人民满意的教育"的应有之意,这是时代赋予民办高校的光荣使命,也是政府的责任所在。无论是从理论上抑或从现有法律来看,政府均有责任发展好民办高等教育,努力使民办高等教育更好地符合人民群众的需求与期望。政府的当务之急,是要用改革创新的思路来破解民办高等教育发展中长期未得到解决的热点和难点问题,为创建让人民满意的民办高等教育提供必要的公共治理环境。

Developing non-governmental higher education that people are satisfied with is a glorious mission that time confers to non-governmental institutions of higher learning, and is also the responsibility of the governments. From both the theories and current registrations, governments have the responsibility to develop non-governmental higher education and match it to the de- mand and expectation of the people. The top priority for the governments is to apply the innovation and reform ideas, to solve the long existing difficult problems that haven＇t been solved in the development of non-governmental higher education, thus to offer the necessary public governing environment for developing satisfactory non-governmental higher education.
