浅谈如何提升化工物流环境污染事故的应急能力 被引量:2

摘要 近些年来化工物流行业供矛盾突出,突发性环境污染事故激增,严重威胁人民生命财产安全。本文根据该行业的风险特性,及风险源项分析,浅析了通过数据库管理,借助地理信息系统(GIS)等手段,建立风险源档案系统等环境应急事故预案,配备应急事故处置必要的各类硬件设备及具有相应处理能力的应急处置团队,提出现阶段存在的问题及建议,提升化工物流环境污染事故的环境保护预防预警、环境监测及应急现场处置的能力。 Recently, the contradiction of the chemical logistics industry supply and demand became increasingly prominent, the breaking out of environment pollution rapidly increased, and all of these seriously threatened the people's life and property safety. According to the risk characteristics of industry and the risk source analysis, by means of the database management and geographic information system (GIS) etc. , the environmental emergency accident plan of the risk source file system was proposed, equipped with all kinds of hardware equipment of emergency incidents and with the emergency response team of corresponding managing ability, presenting the existing problems and suggestions. All these measures can promote the capacity of the environmental preventing and early - warning service, environmental monitoring and scene of the accident about chemical logistics environment pollution accident.
