摘要
中央对援疆工作高度重视,近年来援疆工作取得了显著的成效。但是,从浙江、深圳、北京三省市援疆项目"硬件"和"软件"的结构性具体分析中可以看出:在援疆项目建设过程中,仍存在着立项机制不明确,项目管理有缺陷,项目论证缺乏透明度,各援助省市之间缺乏协调沟通,参与部门太少,项目存在重复开发,项目不能充分吸纳少数民族毕业生、不能较好体现"促进就业,提高居民收入"这一宗旨,援疆项目的干部配备也尚需完善,人才培训也需探索新的模式。
The Central Government has attached great importance to aiding work in Xinjiang. As a result, remarkable achievements have been made in this field in recent years. However, an analysis of both "hard ware" and "soft ware" of the targeted aid projects of Zhejiang, Shenzhen and Beijing shows that in the construction of those projects, there still exist problems such as unclear project determining mechanism, imperfect project management, lacking transparency in project demonstration, insufficient coordination and communication among aiding provinces and cities, limited number of departments involved in projects, repeated development of projects and failure to fully absorb ethnic minority graduates into projects and to realize the goals of promoting employment and raising residents' income. Furthermore, more cadres are needed for the projects and new models of talent training should be explored.
