资源环境约束下的新疆工业发展评价

Evaluation of Industrial Development under Constraints of Resources and Environment in Xinjiang

新疆资源丰富但生态环境脆弱,工业发展受生态环境约束明显。通过构建资源环境约束下新疆工业发展评价指标体系计算出2000—2010年新疆工业发展指数和资源环境指数:2000—2010年新疆工业发展指数从0.0424上升到0.8808,资源环境指数从0.6453下降到0.3576,两者呈反向变动关系。新疆工业发展过程中的资源环境效应为负,在此基础上提出了相关建议。

It was rich in resources in Xinjiang, while the ecological environment was fragile. The development of industry in Xinjiang was affected by environmental constraints significantly. This paper built the evaluation system of industrial development under the constraints of resources and environment in Xinjiang. Then it calculated the index of industrial development and the index of resources and environment from 2000 to 2010 in Xinjiang. It concluded as follows： The index of industrial development rose to 0. 8808 from 0.0424, and the index of resources and environment fell to 0. 3576 from 0.6453 from 2000 to 2010. The relationship between the two indexes changed in the opposite direction. The effect of industrial development on resources and environment was negative. On the basis, this paper gave the policy recommendations.
