This paper assessed the destructive effects of space, time, and intensity of the earthquake, and stated the domestic and international experience and lessons gained during the post - earthquake reconstruction. The results could be summarized in the following important aspects in order to reduce and prevent the disasters and earthquake. First of all, post - earthquake reconstruction plan should be based on humanity, paying a particular attention to the safety and adequate selection of reconstruction sites, as well as proper planning. Secondly, environmental protection of ecology and nat- ural environment should be an important part of the post - earthquake reconstruction plan. Thirdly, the reconstruction plan should consider the anticipated consequence, and be execute sequentially according to the priority. Fourthly, we should improve the management mechanisms by setting us regu- lations and enhance the anti - earthquake residential houses and public constructions. Finally, we should strength monitoring the safety and quality of constructions.
