管道完整性管理是一种以预防为主的管理模式,主要是通过对管道面临的风险因素进行识别和评价,针对性地实施风险减缓措施,将风险控制在合理、可接受的范围内,使管道始终处于可控状态,预防事故发生,保证管道安全,经济地运行。文章在分析了中国石油管道公司长春输油气分公司所辖管道线路风险的基础上,探讨了运用管道完整性管理理念和手段控制管道线路风险的具体做法:实施管体缺陷修复,加强管道巡护,保证管道运行压力平稳调整,做好应急准备,预防打孔盗油案件发生,加强对第三方施工管控。

Pipeline integration management is a management mode putting prevention first, which identifies and assesses pipeline risk factors and implements risk reducing measures to control risks within a reasonable and acceptable range, so as to put the pipeline in controllable situation to prevent accident and ensure safe and economical operation of pipeline. Based on the risk analysis of the pipeline routes managed by China Petroleum Pipeline Changchun Oil Transportation Company, this paper discusses the concrete measures to control pipeline route risks by applying the ideals and means of pipeline integration management, including repairing pipeline defects, enhancing pipeline patrolling, ensuring steady regulation of pipeline working pressure, preparing for emergency, preventing the cases of stealing oil by drilling holes into pipeline, enhancing construction management and control to third party,
