在长输管道经济评价中,一般采用按所得税后财务内部收益率为10%反算管输费,需要耗费大量时间和精力。文章根据已建成的多条成品油和天然气管道项目建设投资费用和达产后管输量数据,探讨了如何快速计算管输费的方法,提出的快速计算方法在项目初期阶段就可以测算管输费用,且偏差值在允许范围内。

In economic evaluation of long-distance pipeline, the pipeline transportation fee is generally calculated according to income tax financial internal rate of return of 10%. It consumes plenty of time and energy. This paper discusses how to fast calculate the pipeline transportation fee based on the data of construction investment costs and pipeline transportation volumes of many built products pipelines and natural gas pipelines, then brings forward a fast calculation method that is able to calculate the pipeline transportation fee with an allowable error range at primary stage of pipeline project.
