地方生态文明建设实践创新能力和效果,对生态文明建设成败具有决定性作用。陕西省安康市生态战略地位特殊,在我国生态文明建设中既是普通参与者,也肩负着一些特殊的使命和责任,安康的生态文明建设实践更值得我们关注和研究。其生态文明制度建设远远落后于建设实践,制度建设的滞后已经严重制约了安康生态文明建设进程。安康要更好地履行对国家发展和全省发展所承担的生态战略责任和水质资源战略支撑责任,走好民生为本循环发展之路,巩固已经取得的生态建设成果,使安康的生态文明建设走在全国前列,就必须不失时机地推进生态文明制度建设,为安康生态文明建设提供强有力的制度保障。

The capability and effect of the practice and innovation in the process of the local ecological civilization construction play a decisive role on the result of the construction of ecological civilization. Ankang City of Shaanxi Province as one of many local gov-ernments in China, because of its special ecological strategic position,is not only an ordinary participant also shoulders some of the special mission and responsibility in the tide of the ecological civilization construction in our country. Therefore, the construction practice of ecological civilization in Ankang is more worthy of our attention and research. As a matter of fact, the ecological civilization system construction in Ankang is far behind the construction practice of the ecological civilization so the lag of the legal policy system concern-ing the ecological civilization construction and the institutional construction has seriously constrained the process of the ecological civi-lization building in Ankang. To better perform the ecological strategic responsibility and water resources strategic support responsibility assumed for the country’s development and the development of the whole province, to take a good-livelihood-oriented cycle develop-ment, to consolidate the achievement made in the ecological construction, and to get the construction of ecological civilization in Ankang appear in front of the country, it is necessary to lose no time in promoting the system construction of ecological civilization to provide strong system guarantee for the construction of the ecological civilization in Ankang
