摘要
党的十八届三中全会对全面深化改革作出了总体部署,意味着中国新一轮改革的全面启动。具有中国特色的事业单位改革势在必行,但改革的目的不单是为了减轻负担,提高效率,而还应着重考虑事业单位的巨大贡献及对和谐的价值诉求。庞大的事业单位成员作为社会大系统中非常重要的组成部分,处理不当必定会产生诸多矛盾,影响社会的和谐稳定。成功的改革,必须从更深层次的人性价值角度去发掘改革的潜力,减少改革的阻力,只有社会各成员、各要素同心协力、有序协作,才能产生良好的社会效益。
The Third Plenary Session of the 18th Central Committee of the Communist makes the overall scheme comprehensively deepen the reforms, which signifies that a new round of reforms will be launched. Reforms of the public-sector organizations with Chi-nese characteristics are imperative; the purpose of the reforms is not only to ease the burden and improve efficiency; it should also con-sider public-sector organizations’ enormous contributions and demands of harmonious value. As the broad masses of public-sector organizations members are a very important part of the social system, improper handling will certainly generate a lot of contradictions, af-fect social harmony and stability. Successful reforms must explore the potentiality of reform in deeper perspective of human values, which will reduce the resistance to the reforms; only if the social members and other social elements make concerted efforts, and collab-orate orderly; can good social benefits be produced.
