From Competition to Cooperation——Review of Regional Governance

作为一种新的治理模式,区域治理理论从国际政治、区域经济和行政管理等不同学科的视角得到了丰富和发展。在经济全球化和在地化的双重趋势下,区域治理的实践也迅速发展,表现各异。在国外跨行政区域治理层面有日本的广域行政、英国跨域治理改革、美国的特别区制度;在治理框架层面有OECD的"功能区域"治理和欧盟治理框架。中国的区域治理重点和难点是如何加强府际协调,形成府际合作。

As a new model of governance, regional governance theory has been enriched and developed from the perspective of different disciplines, such as International Politics, Regional Economics and Public Administrative Management and so on. In the trend of both Economic Globalization and Localization, the practice of Regional Governance is also rapidly developing. In the domestic inter-level, there are several cases, that is, the Integrated Administration of Japan, the Cross-border Governance reforms of the UK, and the Special Districts of the U.S., when it comes to the governance framework, the ＂Functional Area＂ Governance of OECD, and the EU Governance framework set up some successful examples. The Regional Governance research of China should focus on intergovernmental coordination and the formation of intergovernmental cooperation, which is the emphasis and difficulty of the issue.
