摘要 高校中层干部绩效评估最重要的环节之一是设计一套科学合理的绩效评估指标体系。根据平衡记分卡的四个维度设计关键绩效指标体系是企业绩效评估指标体系应用于高校中层干部绩效评估的一种尝试。从BSC的财务、客户、内部经营流程四个维度出发,设计分别设计四个维度下的关键绩效指标,比如在学习与成长维度下可以设计管理信息系统建设、师资队伍建设、科学研究共三个一级指标,继而设计出一级指标下的二级指标,如师资队伍建设包括招聘计划达成率、招聘合格率等八项指标,同时给出这些二级指标的定义与标准。其他一级指标同样需要设计出若干二级指标,方法与师资队伍建设指标的二级关键绩效指标的设计方法类似,最终设计出一套科学合理的绩效评估指标体系。 One of the most important part of performance evaluation of the middlelevel cadres in colleges is to design the index system of performance evaluation, the balanced scorecard and key performance indicators to combine these two methods. According to the four dimensions of the Balanced Scorecard design, we can design more scientific performance evaluation index system. Moreover, key performance indicators system is the enterprise performance evaluation index system in an attempt to apply the performance of middle-level cadres in higher education evaluation. More specifically, there are four dimensions from BSC, financial, customer, internal business processes; such as the learning and growth dimensions can design the management information system construction, teachers team construction, scientific research, including three first level indicators, two indicators and the design of a level indicator the construction of teachers’ team. Other indicators also need to design some two level index, design methods of two stage method of key performance indicators and the similar construction of teachers team indicators. Finally it is necessary to design a set of scientific and reasonable performance evaluation index system.
