基于全排列多边形图示指标法的火电厂建设项目环保评价

摘要 火电厂建设项目环保评价对于我国节能减排工作的开展,加大对环境保护的力度以及实现可持续发展具有重大意义。从污染物排放、水土保持以及地区环境质量3个方面构建了火电厂建设项目环保评价的指标体系,采用全排列多边形图示指标法对4家火电厂建设项目的环保情况进行了定量评价,该方法综合考虑了各级指标临界值对综合指标的放大和缩小效应,避免了目前评价研究中的弊端,既减少了主观随意性又反映了系统整合原理。结果表明,该方法简单易行,效果较好。 The environmental evaluation of power plant construction projects has great significance to implement energy conservation and emission reduction,intensify environmental protection and achieve sustainable development.A index system of coal-fired power plant construction project environmental evaluation is built from three aspects including pollution emissions,soil and water conservation and regional environment quality,then apply the entire-array-polygon evaluation method to evaluate the level protecting environment.The entire-array-polygon method is capable of validating the system integrating theory that synthesis is bigger or smaller than the sum of elements and avoiding some shortages in present study.The result shows that the entire-array-polygon evaluation method is efficient and easy to carry out.
