摘要
主要针对各级政府部门设立的公益性特检机构,基于特性分析和管理发展需要,优选确立了特检机构绩效评价的对象类型体系;应用BSC理论,通过文献资料的整理和专家调查等方法的研究,构建了特种设备检验机构的绩效评价模型;运用SWOT分析提炼总结了BSC绩效评价模型的使命、战略以及服务对象、内部流程、学习与成长、财务4个维度的指标体系,并对其关键成功要素及其相互驱动的因果关系进行了分析。将为特检机构的绩效测评提供理论和方法支持。
In order to adapt the need of special equipment inspection organization reforming and development in our country, the special equipment safety performance should be strengthened, the object types and system performance evaluations of special equipment inspection organizations are integrated and determined. Based on the theory of balanced score card and by using the methods of literature data and expert investigation, the performance model of special equipment inspection organization is constructed. SWOT method is applied to analyze and summarize the mission, strategy and the service object, internal process, financial of the BSC performance model, and its critical success factors and their mutual driving causal relations are also analyzed. The research can provide the support of theory and method for special equipment inspection organization performance evaluation.
