中国西部开发防灾减灾建设综合管理战略初论——谈西部生态建设山川秀美评价指标体系问题

摘要 中国西部开发战略作为迈向 2 1世纪的壮举 ,已引发各界的关注。但如何在西部大开发中实施防灾减灾战略 ,即如何利用科技减灾为西部生态环境建设作贡献则成为全部问题的焦点。本文指出 ,应崇尚一种实事求是的科学精神及战略观念 ,靠科学评估 ,靠灾害风险分析 ,靠适度的生态环境政策 ,确保 2 1世纪西部开发的规划、设计。 The strategy of the western development of China, and exploit in the 21 st century, has drawn the attention of every field. Scientists, technologists and administrators have all seen the fragility of the ecological environment and the calamities in the western development. How to carry out the calamity protection and reduction, in other words, how to utilize the scientific and technological calamity reduction measures, is the focus today. According to the viewpoint of the author, in the ecological environment construction of the western region, the scientific and technological calamity reduction should be first emphasized, the thought of the industrialization of scientific and technological calamity reduction should be realized, and scientific and technological contents should be increased and spread out. As the viewpoint of this paper, practical and realistic science spirits and strategic concept should be advocated; it should depend on the scientific evaluation, calamity risks analysis and suitable ecological environment policy to ensure that the planning, designing, construction and other steps will be laken into consideration for the calamity protection and reduction, which is the key factor to the durable development of the western region.
