西部在实施可持续发展战略中人为灾害不容忽视

INIGNORABLE MAN-MADE DISASTER FACTORS IN THE WEST SUSTAINABLE DEVELOPMENT STRATEGY

西部属于我国重灾区 ,而且 ,人为灾害相当严重。文章在对西部人为灾害剖析的基础上 ,建议国家、政府及有关部门在制定西部开发计划、招商投资和工程建设中 ,要把交通、火灾、水源、、矿山、工业等方面的安全减灾防灾工程纳入到开发、建设、管理的体系之中 ;特别强调 ,在大西北开发与建设中 ,要大力倡导和弘扬安全文化、预防文化 (减灾文化 )、环保文化 ,提高全民族的安全减灾环保科技文化素质。

The west belongs to the heavy disaster area in our country, where man-made disasters are relatively serious. The paper, based on the analysis of the west man-made disasters, proposes that when planning west development programs, inviting outside investment and constructing projects, the state, government and departments concerned must bring safety projects of disaster reduction and disaster prevention in the such aspects as transportation, fires, water sources, mines and industry into the system of development, construction and management. It especially stresses that in the development and construction of the great northwest, safety culture, prevention culture(disaster reduction culture), and environment protection culture must be advocated and developed so as to raise the whole nation's quality of safety, disaster reduction, environment protection, science and technology, and culture.
