石油金融包含石油系统与金融系统的多层次融合与统一。实体石油金融主要包含石油产业发展资金融通、石油与金融资产置换、石油综合基金、石油资产投资管理等内容。虚拟石油市场主要包括石油股票、石油期权期货、石油债券等虚拟金融市场的建设。在统筹实体金融与虚拟金融市场发展,防范系统风险的原则下,可从完善多层次资本市场、创新金融机构服务方式与业务品种、设立多元化石油基金、建设与完善石油衍生品市场等方面加强石油金融体系的建设。

Oil -finance is a new conception which involves multilevel integration of oil system and finance system. Substantial oil - finance comprises several aspects like industry financing, exchange management within oil and financial assets, integrated oil funds, and investment behaviour of oil company. Virtual oil - finance market involves construction of oil - stock market, oil - future market, oil - bond market, etc. It is urgent to promote construction of oil - finance system based on two principals. One is to take overall consideration of substantial and virtual market, the other is to avoid systematic risks. To the author＇s view, improving multilevel capital market, innovating finan- cial service, establishing oil funds, accelerating development of derivative product market should be considered as effective measures to realize well- constructed oil- finance system.
