中国退休年龄政策研究前沿述评

The Review of Research on Policy of Retirement Age in China

现有文献从多角度分析了中国退休年龄政策调整的动因和利弊,探讨了退休年龄政策调整的价值取向、政策设计和路径步骤等,并提出了统筹兼顾、小步渐进、适时展开的政策调整理念。但学者们关注点和侧重点的不同导致目前中国尚未就是否以及如何调整退休年龄政策达成共识。下一步,需要在延迟退休年龄的时机选择、退休年龄政策调整利益相关人的行为策略、如何构建统筹兼顾的退休政策及其配套措施等方面展开深入研究。

Chinese scholars commence the discussion on whether or not to raise the retirement age, and think that it＇s the right time to make a balance, sustained progressive step to discuss the commencing delay retirement policy philosophy in China. The problem is the community concerns more on the different focus led to the current premature retirement age policy adjustments which still failed to form social consensus. Likewise, choice is needed to be chosen between the quanti- fied and adjustment the timing of the retirement age policy. The retirement policy would make ad- justments to stakeholders＇ behavioral strategies, as well as how to build a balanced retirement poli- cy and support reform measures in such areas for further study.
