产业结构升级与人才结构调整协同适配机制研究①——以黑龙江省为例

The Coordination Match Mechanism of Industrial Structure Upgrade and Talent Structure Adjustment:Illustrated by Heilongjiang Province

在分析《黑龙江"十二五"规划纲要(2011-2015年)》及《黑龙江省高等教育强省建设规划》的基础上,提出以人才结构调整来促进黑龙江省产业结构升级的协同适配机制。建议由高校作为人才培养主体,协同科研院所和企业,联合构建黑龙江省农产品精深加工联合培养平台、高端装备制造联合培养平台、黑色能源化工联合培养平台、金融服务人才联合培养平台,并从三螺旋合作创新的角度匹配给出配套的策略和制度保障。

Under the analysis of The 12th 5 Years Development Plan of Heilongjiang （2011- 2015） and Powerful Higher Education Province Construction Plan of Heilongjiang, proposed the coordination match mechanism which use talent structure adjustment to promote industrial structure upgrading. Meanwhile, suggested that universities or colleges should be the main part of talent training, united scientific research institutes and enterprises to construct agricultural products intens- ive processing joint training platform, high- tech equipment manufacturing joint training platform, dark energy and chemi- cal joint training platform and financial service talents joint training platform. At the sane time gire out assorted strategy and political insurance from the perspective of triple helix model.
