在当今中国社会的多元管理主体中,执政党处于社会管理中的领导核心地位,承担着引导与整合两大功能。由于新世纪以来中国社会的迅速转型,社会结构、利益格局和思想观念发生了深刻变动,执政党社会管理功能的发挥面临着重建社会信仰体系、引导社会组织发展、整合社会利益格局、适应社会结构转型的困境。充分发挥执政党社会管理功能,必须从引领社会思潮和凝聚社会共识、探索与社会组织的合作共治机制、调整社会利益关系、以社区党建革新推进社会管理创新四个方面探索新的路径。

Of multiple main bodies of today's Chinese social management,the ruling party is in a core position and undertakes two important functions of instruction and integration. When in the new century,Chinese society has been rapidly transformed. The social structure,pattern of interests and ideas or perceptions have experienced profound changes. The social managerial functions of the ruling party are facing an embarrassment of how to reconstruct social belief system,guide the development of social organizations,integrate social structure of interests,and adapt to the social structure transformation. To make social management work,the ruling party must guide the social trend and agglomerate social consensus,explore cooperative mechanism with social organizations,adjust social interests and relations,reform Party construction in community to promote social management.
