摘要
近年来,涌现出一批采用全新的运行机制、用人机制、创新机制,开展科技创新与成果产业化的新型科研机构,它们在管理、人才、技术、科技成果产业化等方面取得了一定突破,对新一轮科研院所机制改革具有较强的借鉴意义。通过对代表性新型科研机构进行调研,确定了衡量科研院所与新型科研机构差距的7个方面:技术创新能力、科学管理水平、经营管理者水平、高层次人才团队、运作模式、交流与合作、创新文化建设。运用文献计量和社会网络分析方法提出衡量科研院所发展状况的具体指标。采用密切值法对北京市属科研院所发展状况进行评价,为深化科技体制改革提出相关政策建议。
New type scientific institutions are those who break the traditional management mechanism and exploit the scien- tific and industrialization route, which have successful experiences to scientific institutions reformation. In this paper, the characteristic of new type scientific institutions are concluded,and 7 aspects are determined:technology innovation capabili- ty, scientific management ability, manager's ability, high-level teamwork, run mechanism, cooperation and intercommunica- tion,innovation culture construction. The factors that evaluate the scientific institute development condition are selected, and the evaluation model is build with AHP. Advices about scientific mechanism reformation are given.
