As a form of cooperative governance aimed at handling regional public affairs ,resolving differences and conflicts ,sharing public interests of the areas ,regional cooperation among local govern-ments ,w hich is linked by consensus , strengthen the coordination of intergovernmental relations . Discourse interaction advocates to reach a consensus through negotiation ,which tallies with the inher-ent demands of local governments for regional cooperation .From the perspective of the discourse inter-action ,the process of regional cooperation consensus is a logically progressive process deeply involved in a wide range of local governments with full consultation and exchanges to reach a consensus .This process depends on building a negotiation platform ,establishing exchange norms ,and improving sys-tem security .These three paths interact to ensure an orderly running of the consensus process of the re-gional cooperation .
