A Tool for Local Sustainable Governance:Study from Local Agenda 21

国外21世纪地方议程已走过将近20年的历程,取得令人瞩目的成就,然而在中国还没有引起人们足够的重视。作为一种实现地方可持续发展的治理工具,21世纪地方议程的运作机制、发展成效、存在困境,都需要进行系统的总结梳理,并结合中国的现实国情,提出加强和改进当前我国地方治理的政策建议,推动我国地方治理改革不断前进。

Local Agenda 21 has been in foreign countries for 20 years ,w hich makes a lot of achieve-ments .But people in China do not pay enough attention to it .As a tool for local sustainable govern-ance ,it is necessary for us to systematically summarize the operating mechanism ,the development ef-fectiveness and the difficulties of Local Agenda 21 .We aslo need to put forward some policy advice on strengthening and improving local governance in current China with Chinese reality ,which makes local reform move on .
