江苏推进城镇化、城乡发展一体化的重点、难点与对策研究

Research on Keys,Difficulties and Countermeasures of Promoting Urbanization and Urban-Rural Integration of Jiangsu

近几年来,江苏在推进城镇化、城乡发展一体化方面取得显著成效,城镇化、城乡发展一体化处于加速推进阶段。但城乡二元结构尚未从根本上破除。认为当前重点方向是努力提高城镇化的质量,增强城镇的包容、吸纳功能。政策实施的重点与难点包括:完善农村集体土地征使用制度、弥合城乡居民收入和社会保障水平的巨大差距、促进农业的长期可持续发展、构建城镇化和城乡发展一体化的体制机制等。针对当前重点与难点,提出加强对基层工作宏观指导、正确处理好政府和市场的边界、建立市场化和可持续融资机制、积极化解政策性土地流转纠纷、适度推进农民集中居住模式等政策建议。

In recent years, Jiangsu has achieved some success in promoting urbanization and urban-rural integration. The process of urbanization and urban-rural integration is being accelerated. However, the urban-rural dual structure has not been radically changed. This paper points out that the key is to improve the quality of urbanization and to increase the capacity of cities and towns. The difficulties and keys in implementing policies include how to perfect the system of rural collective land requisition, how to fill in the gap of income and social security level between urban and rural residents, how to promote the long-term sustainable development of agriculture and how to build urbanization and urban-rural integration mechanism. According to the above keys and difficulties, suggestions are put forward to strengthen centralized guidance on grass-roots work, properly deal with the border between government and market, establish commercialization and sustainable financing mechanism, defuse the tension in policy-related land transferring and moderately pushing forward centralized dwelling model for rural residents.
