城市居民社区服务需求及其对策探索——以广州为例

Research on Urban Community Service Demand and Its Countermeasure and Suggestions——Set Guangzhou as an Example

随着广州经济社会的快速发展,广州以民生为重点的政府购买服务工作也已经走在全国的前列。从2009年开始的广州20个街道家庭综合服务中心试点,到2012年全面推进,将有131个街道实现政府购买社会服务,届时广州居民将会享有社会工作者运用专业方法与技巧所开展的服务。通过大量的调查数据分析,提出了调整社区服务战略与完善社区服务内容的建议与对策,目的是为了充分调动社区资源,进一步发挥专业社会工作人才的积极作用,满足居民的需求。倡导在全市社区社会服务工作中,形成具有广州特色的"羊城模式",服务居民,造福社会,建构新型的社区服务体系,营造一个具有广州特色与服务创新的社区服务大发展大繁荣的良好环境。

With the rapid economic and social development of Guangzhou, people’s livelihood-oriented government purchase service of Guangzhou has taken its place in the front ranks of China. From 20 sub-district and family comprehensive service pilot units in 2009 to general popularization in 2012, there will be 131 sub-districts realizing governmental purshase service and Guangzhou residents wil be able to enjoy service provided by social workers with professional methods and skil s at that time. Through abundant survey data analysis, suggestions and countermeasures have been put forward to adjust community service strategy and optimize community service in order to make full use of community resources, professional social workers and meet needs of residents. In promoting municipal social service work, it is suggested to form a characteristic “Yang Cheng Model” to serve the people, benefit the society, construct a new type community service system and create a favorable community service environment with Guangzhou characteristic and innovation.
