摘要 能源是城市发展的首位物质基础,我国现阶段城市能源利用具有对外高度依存、结构高度碳化、利用效率低和污染强度大等特点。为了承载我国城市文明的中长期发展需要,城市能源必须逐步过渡到可持续、低碳、清洁和绿色的利用形态,这与国际城市能源利用的趋势保持一致。城市能源利用政策对促进我国城市能源利用转型升级,具有关键性的引导作用。在梳理近期国家有关城市领域能源消费的重大政策基础上,提出了面向中长期我国城市能源利用的若干对策建议,对城市能源政策的制定者和研究人员具有参考价值。 Energy is the first material foundation for the urban development. The energy use of China’s cities is high external dependence, carbonization, high structural efficiency low and high pollution intensity etc. In order to carry our urban civilization's long-term development needs, the city must be a gradual transition to sustainable energy, low carbon, clean and green use form, which is consistent with the international trend of urban energy use. Urban energy policy to promote our country urban energy transformation and upgrading, guide has a key. Based on combing the recent relevant state urban areas of energy consumption of major policies, and puts forward some countermeasures and suggestions of China's long-term energy oriented city, the city's energy policy makers and researchers have reference value.
