减少行政审批是中国当前的一项重要改革。高等教育的去行政化,也并非取消行政,而是必须去除行政部门自作主张的决策体制,将高校的决策职权归还给学者,坚持教授治校精神,通过学术委员会民主管理来重振学术权力。学术权力回归的前提,就是要在理论上打破当前学术与行政二分的分工认识,理顺学术决策与大学行政之间的分权制衡思想。在坚持党委领导原则框架下,组建大学评议会来弘扬学术权力实现教授治校将是具有中国特色的现代大学制度。

De-administration does not cancel the administration, but cancel self-assertion of decision- making system, and give the decision-making rights back to scholar, reconstruct academic power by democratic management of academic committee. The premise of reverting academic power is to break current one-sided understanding of academic and administration, as the academic organization, the nature of university must be clear, the idea of separation and unity between academic decision and university administration must be straightened, and it is necessary to construct modem university system with Chinese characteristics in the leadership and supervision of the Party committee.
